Barricaded as the main entrance is by two sedan cars crashed into each other so hard, and then burnt, so as to appear almost as one car, it would seem that the Car Park is a secure hiding place.
However, when one takes into account that the concrete barrier around the bottom floor is only chest height, it becomes clear why no-one stops below the upper levels.
It's laid out in the classic way - two spiralling ramps with exits leading off onto each long parking area at each level, now filled with rusting/broken/burnt-out/hemmed-in cars, or a mixture of all of them.
The odd large vehicle could provide at least a temporary hiding place for a survivor in desperate need.
